Hospice societies provide a wide range of support, from palliative care and caregiver services to grief and bereavement support, volunteer visiting and community education. When organizations describe and count this work differently, it becomes harder to understand what is available, where gaps exist and what communities need.
A common language and a manageable set of measures can help bring that picture into focus.
Plan with greater clarityUnderstand service availability, demand and organizational capacity to inform local and regional planning. | Strengthen the case for supportBuild credible, comparable evidence for funding conversations, advocacy and sustainable community services. | Make access gaps visibleIdentify differences in geographic reach and help guide attention to rural, remote and underserved communities. |
01 Organizational capacity What hospice societies need to sustain their services: people, infrastructure and organizational resources. | 02 Service availability Which palliative care, grief, caregiver and community supports are available, and where. | 03 Service volume & reach How much support is delivered and how many people and communities services reach. |
04 Workforce & volunteers The staff and volunteer capacity that makes community hospice care possible. | 05 Geographic access How location shapes access, particularly in rural, remote and underserved communities. | 06 Quality & experience A foundation for understanding how people experience support and improving services over time. |
Strategic value
| A clearer picture of community hospice can support better decisions about where care is needed, and what it takes to sustain it.

Shared definitions and sector surveys have laid the groundwork. The next stages focus on agreeing on useful measures, testing them in practice and refining the framework before wider implementation.
Each proposed measure will be considered for its relevance, clarity, feasibility, equity and value relative to the effort required, especially for small, rural, remote and volunteer-led societies.
01 · Listen & learn Learn from sector surveys and existing practices. | 02 · Build Develop shared terms and a draft framework. | 03 · Reach consensus Review and prioritize meaningful measures. | 04 · Test & refine Check clarity and reporting effort in practice. |
05 · Implement Support participation and learn together. Development pathway; consultation and testing will inform the final framework and rollout. |
First phase Establish a baselineStart with core information about services, capacity, volunteers and geographic reach. | Build over time Understand demandDevelop a clearer picture of service use, referral patterns and changing community needs. | Longer-term direction Learn from experienceGrow the approach to quality, feedback and outcomes as the framework matures. |
Earlier surveys explored the services and supports offered by participating hospice societies. These findings provide a starting point for developing shared definitions and a more consistent approach to reporting.
